long-delayed light-bulb moment

Was Richard Nixon on drugs when he introduced the term 'war on drugs' to the world in 1969? It only just occurred to me today that it is an accidental pun. To be 'on drugs' is to be under the influence of drugs, as in, 'That dude's on drugs.' A 'war on drugs' is not just a war against drugs but also a war conducted while on drugs. I am sure there are many people who would sign up for such a war, and thus a powerful recruitment campaign has been squandered. Any questions?
